	The VAT Department would like to inform VAT registered persons that it is reviewing its procedure regarding the issue of new fiscal receipt books. In the case of a newly registered person, as a general policy, the Department would only issue two receipt books and subsequently one new book is to be supplied only where the old book is returned. In the case of existing registered persons only one additional receipt book would be supplied against the return of an old receipt book. The Department understands that in certain cases an operator requires a number of books. In such cases the operator should write to the Department to request the number of books required. The operator should also state the economic activity and the reasons why the number of books are so requested. The Department would consider such requests. In all circumstances, the number of books issued to operators would be supplied only against the return of the same number of old books. The Department would reserve the right not to accept requests for fiscal receipt books from registered persons who either do not send their VAT return or else who submit NIL declarations.
